Restricting 'Mobile food vending units' on Lopez? (Development, Planning and Permits)

I was doing some research on the San Juan County planning website - and happened to stumble across language in the planning documents that would restrict operations of 'mobile food vending units' within Lopez Village. (link below to legal language)

Our family has enjoyed having a variety of on-island food options (including burritos, poutine) =) - but under the proposed changes - looks like such operations might be limited to max 12 days of business per year. (4 events max x 3 days each).

Seems like it might also conflict with food vendors that want to participate in the summer farmer's marker >4 times per year?

Anyway, curious if anyone knows the status of the proposal...

Would it mean that food trucks could still operate on-island, but need to relocate outside of the village?

Thanks for any insights! =)
