Cruise Ship Regulations (Environment and Preservation)

On Monday 8/6, our family camped at Shaw Island County Park. Around 7pm, a cruise boat anchored in the cove. All during the evening, the ship's engines and generators ran which were quite noisy. We spoke to a resident walking along the beach who seemed frustrated with the boat and said that every two weeks, this cruise ship comes into the cove for the evening. Earlier this summer, I also saw a cruise boat anchored off of Spencer Spit. At a time when the area is concerned about boat noise for environmental reasons, it seems a concern that cruise ships anchor and continuously run all evening. Does anyone know what regulations San Juan County has in place to manage cruise ships?
